1990s Black Velvet Bustier Feather Skirt Party Dress

This early-1990s Tadashi party dress has a boned black rayon velvet bustier top and a dramatic black feather skirt. It was made in the U.S.A., and fastens with a zipper in the back. It's in very good condition.
